The Constitution of The University of Tulsa Fencing Society

ARTICLE I


This is to recognize an official identity: The University of Tulsa Fencing Society. References to "UTFS", or "Society" herein, shall also be interpreted as references to the above stated identity, unless otherwise stated specifically. This is also to recognize that the "University of Tulsa Fencing Society" and "UTFS" is held exclusively and is not shared by any other student organizations or institutions.

ARTICLE II


The mission of The University of Tulsa Fencing Society is to promote the techniques and philosophy of the sport of Fencing. We, the Society, shall endeavor to train and inform all interested parties in Fencing. The Society shall offer a common forum for the discussion and shared ideas of its members and unaffiliated interested parties. It is the mission of the UTFS to foster, in its members, sound ethics, camaraderie, and a fun atmosphere within the sport of Fencing. We, the Society, recognize that the skills and ideas developed here may be applied to all aspects of our lives. These goals shall be regarded, all inclusively, as the primary mission of The University of Tulsa Fencing Society.

ARTICLE III


Membership in the Society shall be open to all students currently enrolled at The University of Tulsa as active members in good standing. Membership includes access to equipment and facilities provided by the Society, voting privileges at meetings, and participation in official Society events. Active members, in order to hold status in good standing shall be expected to uphold the mission of the Society, as stated. Furthermore, active members shall be expected to participate regularly in official Society events, and pay membership dues to maintain the operation of the Society in promotion of its growth.

Students of The University of Tulsa, alumni, faculty, staff, and persons not enrolled at the University, shall be eligible for provisory membership with the UTFS. Provisory members shall enjoy benefits and liberties commensurate with those of active members except voting privileges. Maintenance of good standing within the Society is conditional upon upholding the ideals and mission of the UTFS and payment of membership dues.

Conduct unbecoming the ideals, mission, and/or public image may compromise a member's good standing within the Society. Failure to pay membership dues or participate regularly in Society events, by a Society member, may be considered a violation of said member's good standing at the discretion of the Society president. A member found in poor standing may be relieved of his or her privileges and duties at the discretion of the Society president for a period not to exceed one month's time. A Society vote shall be required to expel a member from the Society, to be presided over by the president.

ARTICLE IV


Governance of the Society shall fall to four officers whose duties are explained herein.

The President shall hold executive power over all Society functions and shall, by default, preside over all Society meetings. The President is empowered to direct and supervise the actions and conduct of officers and members of the Society pertinent to the functions of the Society. Should an officer or member of the Society conduct himself or herself in a manner that violates the ideals and mission of The University of Tulsa Fencing Society, the president is empowered to reevaluate said individual's status within the Society. The president may relieve a member of his or her status in good standing for a period not to exceed one month's time. A president shall serve as an example of the ideals and mission of the UTFS to all members and officers, and shall be expected to perform his or her duties to their fullest extent, with honorable conduct appropriate to the Society's mission.

The president may be removed of his or her office if said president is found to be in violation of his or her official duties or status within the Society. Removing the president of his or her office must be decided upon during a regular or special Society meeting by a two-thirds majority vote, presided over by the vice-president. Upon relieving the president of his or her office, the vice-president shall immediately assume the duties and official position of the president for the remainder of the official term.

The Vice-president shall assist the president in an administrative capacity. The vice-president is empowered to preside over Society meetings in the absence of the president. The vice-president may conduct executive actions delegated to him or her by the president. Should the president be found in violation of his or her official status, the vice-president shall preside over a meeting to vote on the president's continued office within the Society. Should the president be removed from office, it is the duty of the vice-president to perform his or her duties as acting president for the remainder of the official term.

The Secretary shall assist the president and the vice-president in record keeping, taking the minutes and attendance at Society meetings, maintaining a record of each members' status within the Society, keeping an updated record of each members' contact information, notifying members of special meetings, and maintaining correspondence relevant to official Society business.

The Treasurer shall assist the president and the vice-president in maintaining an updated balance of the Society's funds, collecting membership dues, conducting official Society transactions, preparing as well as presenting a budget proposal to The University of Tulsa Financial Appropriation Committee.

Removing an officer of his or her position may only be done with a two-thirds majority vote of all current, active Society members in good standing, to be presided over by the president in a regular or special Society meeting.

ARTICLE V


Regular meetings shall be held no less than once monthly to review current Society business and propose new business. Attendance and voting on proposed motions shall be considered participation in an official Society event by all active members in good standing. Only members in good standing, who are in attendance, may propose motions or vote upon motions "on the floor." A simple majority of all active members in good standing must be in attendance, a quorum, or the meeting shall be suspended. Scheduled business for meetings that do not satisfy a quorum shall be addressed at a special meeting or the next regular meeting, whichever comes first. Should two meetings in a row fail to satisfy a quorum, those active members who have failed to attend both meetings may be considered to be in violation of their good standing within the Society, and may be found to be in poor standing, at the discretion of the Society president.

Any active member, provisory member, or officer in good standing may propose motions. An active member in good standing who does not hold an officer's position must second the motion for said motion to remain "on the floor" or it must be withdrawn. A motion that has been seconded shall be decided upon by a simple majority vote of all active members in good standing, with the exception of the president, regardless of attendance at said meeting, unless otherwise stated. The president shall be empowered to vote at said meetings only in the case of a tied (deadlocked) vote.

The officers may schedule Special Meetings, no less than twenty-four hours in advance. The decision to hold a special meeting must be decided by the current officers unanimously.

ARTICLE VI


This constitution may be amended by a two-thirds majority vote that satisfies a quorum. The amendment, in its entirety, must be officially submitted at a regular meeting in advance of the vote to amend the constitution. The vote to amend the Society constitution shall be taken at the following regular or special meeting.
